Fulton County commissioners approve event lease, PIMCC membership update, CCAP grant application and bank signer changes

The Fulton County Board of Commissioners on Nov. 4 approved several administrative motions that affect county operations and facilities.
The board authorized a lease with MainStreet McConnellsburg for McConnell Park to host the Fulton County Christmas Tree Lighting event on Dec. 6, 2025, from 4:00–6:00 p.m. The motion to approve the lease passed unanimously.
Chief Clerk Stacey M. Shives reported on the PIMCC (Prison Inmate Medical Cost Containment) Associate Member Fee Agreement through CCAP, noting the county has not yet used the repricing service and that an updated one-time fee, if engaged, would be $19. Commissioners approved execution of the updated PIMCC agreement.
Commissioners also approved executing a letter to Community State Bank to facilitate a Treasurer's Office transition tied to the early retirement of Bonnie Mellott Keefer and approved a resolution from F&M Trust Bank to update signers on all Treasurer's Office accounts.
Separately, the board approved submission of a CCAP 2025 Sallade Safety Improvement Program Grant Application requesting $26,552.00 to cover $25,439.42 in outstanding parking-lot repair expenses at the county's recently purchased Lincoln Way West building in McConnellsburg and to apply the remaining $1,112.58 toward the purchase of a 4WD truck for the sheriff's department.
All motions were recorded as "All in favor" by the clerk; the meeting adjourned at 12:01 p.m.
