Fulton County commissioners adopt 2026 bylaws, confirm reappointments and approve $229,387.17 in payables

Fulton County commissioners met Jan. 6, 2026, in the commissioners' office for their annual reorganizational meeting, where they adopted 2026 bylaws, confirmed multiple board and office reappointments and approved county expenditures totaling $229,387.17.
Commissioner Randy H. Bunch called the meeting to order, led the opening prayer and the Pledge of Allegiance. After a brief Treasurer's Office update from Interim County Treasurer Amy Bishop and Fiscal Administrator Sue Reed, the board voted to adopt the 2026 Board of Commissioners By-Laws under the County Code and the Act of August 9, 1955 (16 Purdon, Section 503 and 509 as amended), a measure moved by Commissioner Bunch and approved unanimously.
The board approved routine minutes and payroll items. Commissioner Steven L. Wible moved to approve the Dec. 30, 2025 Commissioners' Meeting minutes and the Dec. 30, 2025 Salary Board minutes; both motions passed "all in favor." Commissioner Hervey P. Hann moved to approve payroll totaling $122,828.46; the motion carried unanimously.
Commissioners approved accounts payable dated Jan. 6, 2026 totaling $229,387.17. The packet listed fund-level amounts: Fund 100 (General Fund) $53,157.03; Fund 201 (Liquid Fuels) $13.41; Fund 211 (Independent Living) $12,558.01; Fund 231 (SFC Evidence Based Practice) $12,650.30; Fund 235 (Law Library) $2,637.72; Fund 238 (911) $11,326.59; Fund 262 (Act 13 Marcellus Shale Recreational) $7,000.00; Fund 300 (Capital Projects) $75,662.44; Fund 400 (Debt Service) $28,783.34; and Fund 804 (Krivak Trust Fund) $25,598.33. Manual checks were listed as $0.00. Commissioner Hann moved for approval; the motion passed "All in favor."
The board confirmed a slate of reappointments for 2026. Commissioner Wible moved to reappoint members to the Bedford Fulton Joint Recreation Authority: Eric Weisbrod (term to expire Jan. 1, 2029), Paul Johnston (term to expire Jan. 6, 2030) and Greg Henry (term to expire Jan. 5, 2031). Commissioner Hann moved to confirm reappointments to county offices and outside contracts including Solicitor Jim Stein & DSS Law, Chief Clerk Stacey M. Shives, Tax Claim Bureau Director Amy Bishop, Chief Assessor Melissa Gordon, Sealer of Weights & Measures (Pennsylvania Department of Agriculture), Director of Veterans' Affairs Richard Newman, and county engineers Keller Engineers and CES Engineering. Those motions were approved unanimously.
Commissioner Wible moved to reappoint Amy Bishop as Interim County Treasurer for 2026; the board approved the reappointment. Commissioners also designated committee and board assignments for 2026, assigning commissioners and alternates to standing boards such as the Permanent Salary Board, County Treasurer Retirement Board, Assessment Appeals Board, County Records Improvement Committee and a range of regional agencies and planning commissions. Specific commissioner assignments to SAPDC committees, regional boards, and advisory bodies were read into the record and approved.
Commissioner Hann moved to approve an RBA invoice for $7,957.31; the motion passed. Commissioner Bunch moved to appoint Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026; that appointment was approved unanimously. The Commissioners convened separate Annual Reorganizational Meetings for the Salary and Retirement Boards at 9:00 a.m. (separate minutes on file) and adjourned the public meeting at 10:37 a.m.
