Fulton County commissioners approve 2026 pay scale, health‑insurance opt‑out payment and multiple administrative measures

FULTON COUNTY — The Fulton County Board of Commissioners met Jan. 13, 2026 and unanimously approved a set of personnel, financial and administrative actions, including a new county pay scale for 2026 and a revision to the county health‑insurance policy that offers an opt‑out payment to eligible employees.
Commissioner Randy H. Bunch called the meeting to order. Commissioners Steven L. Wible and Hervey P. Hann and Chief Clerk Stacey M. Shives were recorded present. The board announced it had held an emergency executive session Jan. 9 to discuss personnel matters in the Prothonotary's Office.
The board approved the Jan. 6, 2026 Reorganizational Commissioners', Salary Board and Retirement Board minutes. It also approved Accounts Payable dated Jan. 13, 2026 totaling $135,622.38, which included $66,644.09 from the General Fund and $64,720.44 from Capital Projects among other fund allocations.
On personnel, the board approved filling a vacant Domestic Relations union position, 'Enforcement Officer 1,' by hiring Angie Horton effective Jan. 26, 2026. A brief Salary Board meeting set Horton’s pay in accordance with the collective bargaining agreement.
The board approved the 2026 Pay Scale presented by HR Administrator Mary Huston and a revision to Section 212 of the HR Manual, 'Employee Benefits,' to establish an opt‑out payment for eligible employees who waive county health insurance. The policy states the payment is pro‑rated for what is waived, capped at $1,020 per calendar year ($85/month), excludes the waiting period when calculating payment, and is paid with the final payroll in December or upon resignation; employees must leave in good standing to receive it.
Executive Development Director Julie Dovey presented and the board approved the 2025–2030 Franklin/Fulton Grant Agreement #4100101172, designating Franklin County to act as the 'single county authority' for the operation and administration of the Drug & Alcohol Program for Franklin and Fulton Counties.
Interim County Treasurer Amy Bishop presented account reports for the month ending Dec. 31, 2025 and the board approved and executed the 2026 Certification of County Funds.
Routine procurement and contract items approved included the CCAP PCoRP invoice (second installment) for $45,442.00 and an SAP&DC invoice for local transportation support for $8,598.00. The board also approved a renewal quote for ASPIRE two‑factor authentication as submitted by Rick Grissinger, Elect IT.
A burial‑expense application for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) was approved with payment directed to surviving spouse Janet McGinnis. The board also revised the LERTA application language to read 'Inspection by Zoning Officer or Fulton County Planning.'
The commissioners accepted Ronald Richards as the real‑estate agent for the county property at 119 N. 2nd Street, McConnellsburg, at a 3% sales commission.
Throughout the morning the board briefly entered and exited executive sessions for legal and personnel matters at the times recorded in the minutes. The meeting adjourned at 11:33 a.m.
