Commissioner Glenn Anderson discussed revising Rule 19 (either removing it or changing 'shall' to 'may'), and Chairman Tom Tikkanen said he will meet with County Clerk Jennifer Kelly to review committee-appointment language in the Rules of Order.
On finance matters, Commissioner Anderson said the Finance Committee intends to meet weekly and supported adding alternates; Commissioner Joel Keranen agreed to the concept of an alternate and appreciated receipt of scanned accounts-payable materials. Administrator Rheault described a procedure to streamline check processing: departments should turn invoices in by Tuesday at 9:00 a.m., the Finance Manager will process checks by Wednesday, and if committee members do not respond the Finance Manager will contact alternates. Building Manager Todd LaRoux asked whether checks could be released before the Finance Committee meets; Rheault referred to an internal finance procedure.
Staff and commissioners also discussed audio quality and distribution of recorded meetings. Alex from IT will investigate improving audio so remote participants can be heard and will explore posting meeting recordings to YouTube.
No formal rule change or vote was taken at the work session; commissioners directed staff to continue work and bring updates back to the board.
