Morton County Commission approves four special assessments totaling $1,298,482.37, renews six liquor licenses

The Morton County Commission on Dec. 11, 2025 in Mandan approved cost allocations for four special assessment districts totaling $1,298,482.37 and renewed six 2026 liquor licenses, while also approving routine agenda items and reporting county expenditures.
Chairman Nathan Boehm called the meeting to order at 5:30 p.m. and the board quickly moved through routine business. Commissioner Buckley moved, and Commissioner Morrell seconded, to approve the agenda; the motion carried with all voting aye. Commissioner Tokach moved and Commissioner Morrell seconded to approve the Nov. 25, 2025 meeting minutes; that motion also passed unanimously. On a roll-call vote Commissioners Zachmeier and Boehm moved to approve bills and payroll, and the motion carried with all voting in favor.
The commission considered four special assessment district allocations after brief, procedural public hearings that opened and closed without testimony. Commissioner Morrell moved and Commissioner Tokach seconded to approve the Prairie Ridge Special Assessment District #2589 allocation of costs totaling $231,883.81; the motion carried, all voting aye. The board approved Yellow Rose/Howl’n Wolf Special Assessment District #2588 (total allocation $133,675.83) on a motion by Morrell and second by Buckley. Mantahni Special Assessment District #2490 (total allocation $233,239.49) was approved on a motion by Morrell, seconded by Tokach. Commissioner Buckley moved and Commissioner Morrell seconded approval of Entzel Acres Special Assessment District #2586, which allocates $699,683.24; the motion carried with all voting aye.
The commission also approved a slate of 2026 liquor license renewals. Commissioner Tokach moved and Commissioner Morrell seconded approval for Rusty’s Saloon & Grill (St. Anthony); The Watering Hole (Fort Rice); Dakota Leathernecks Detachment #1419 of the Marine Corps League (Mandan); MK Events doing business as The Post (Mandan); MK Events dba Venue 25 (Mandan); and The Wet Spot (Glen Ullin). All commissioners voted in favor and the motion carried.
The board approved abatement #7166 and the election precincts as presented. During a statutory public comment period under NDCC 44-04-20.1 there were no speakers. County Auditor Dawn R. Rhone reported the total of county funds expended from Nov. 26 through Dec. 11, 2025 as $1,465,287.94 and noted a detailed check list is available for public inspection at the auditor’s office. Chairman Boehm adjourned the meeting at 6:06 p.m.
Actions taken were routine approvals and allocations; no votes failed and no substantive public testimony was recorded at the meeting.
