Obetz pauses tax rebates and restructures grounds and utilities staffing

City Administrator Rod Davisson told the council at its Feb. 9 meeting that the city is reorganizing some public-works duties and temporarily halting all tax rebates while staff review incentive agreements.
Davisson said Trevor Wright and Zach Griffith will move to the Utilities Department, Lionel Dean will report to the Street Department, and the Grounds Department has been eliminated. The city is soliciting bids for mowing services; the contractor will be asked to mow four sections of the city while staff will handle the remainder.
On fiscal policy, Davisson said the city has "stopped all tax rebates until the City can review the incentive agreements for the different businesses requesting rebates." The minutes do not detail which rebate programs or businesses are affected, the duration of the pause, or the criteria the city will use in its review.
Assistant Law Director Joe McDaniels told council the Law Department is busy handling real estate matters that staff said are intended to build revenue for sustainable growth. Community Services Director Stacey Boumis reported that the February Planning & Zoning Commission meeting was canceled for lack of an agenda and that code enforcement activity remains high.
Council entered executive session to discuss economic development under Ohio Revised Code provisions and returned before adjourning. The meeting minutes do not show any formal votes implementing or ending the tax-rebate pause; staff follow-up was implied.
