Screven County commissioners approve mower purchase, renew leases and shift $10,000 to road budget

The Screven County Board of Commissioners on Oct. 14 approved a series of operational measures including authorizing up to $46,423 from 2019 SPLOST to purchase a lawn mower, renewing a lease with the FSA/USDA and moving $10,000 into the sheriff's road capital outlay budget.
Commissioner J.C. Warren moved to approve the mower purchase with the stipulation that staff "utilize [an] auction site in Moultrie to try to get [the] mower at cheaper price," and Commissioner Mike Dixon seconded. The motion carried by majority vote; Commissioners Dixon, Warren, Edwin Lovett, Rosa Romeo and Chairman Will Boyd voted in favor, and Commissioner Ben Thompson opposed the purchase.
Why it matters: the mower purchase will be funded from a 2019 SPLOST account and is intended to support county grounds and facilities work. The board's instruction to search a regional auction indicates an effort to contain costs while using dedicated SPLOST funds.
In other business, Commissioner Ben Thompson moved and Commissioner Edwin Lovett seconded approval of a contract with CRC for Office 365 administration; that motion carried unanimously. The board also approved renewal of the county's FSA/USDA lease agreement after a motion from Commissioner J.C. Warren and a second from Commissioner Rosa Romeo.
The board approved a budget amendment moving $10,000 into the S.O. Road Budget for capital outlay to purchase a vehicle. Commissioner Ben Thompson moved the amendment, Commissioner J.C. Warren seconded, and the motion carried by unanimous vote.
During public comment, a resident, Mr. T. Roberts, said, "Spring Rd and Hurst Church Rd needs limbs cut," and praised the Roads & Bridges department for work on Johnson Grove Road. Commissioner J.C. Warren also noted that Roads & Bridges "did a very good job cleaning up a tree on Twin Oaks Road." The board heard additional staff updates: the county website now includes Solid Waste information and dumpster locations; County Manager Lori Burke asked whether Pine Street Park could be used for a Trunk or Treat; a memorial for Sharon Blank is scheduled for Oct. 16 from 5 p.m. to 7 p.m.; and a roof repair update was provided.
The board approved the meeting agenda and the minutes of the Sept. 9, 2025 meeting by unanimous vote. Chairman Will Boyd adjourned the meeting at 6:48 p.m. The next regular meeting is set for Tuesday, Nov. 4, 2025.
