County approves $4 million in vouchers, personnel actions, surplus sales and program agreements

The Minnehaha County Commission on Dec. 21 approved routine consent items that included payment of vouchers, personnel actions, disposal of surplus property and execution of several service agreements.
The board approved payment of vouchers totaling $4,037,761.32 covering a broad vendor list (including purchases and contracts with vendors such as Amazon, Avera Mckennan, Centurylink and Summit Food Services, among many others). Commissioner Barth moved to approve the vouchers and Commissioner Heiberger seconded; the motion passed by recorded vote.
Personnel actions authorized at the meeting included numerous new hires across departments (Safe Home, Sheriff’s Office deputies and correctional officers, juvenile detention staff, appraisers and museum staff), multiple step increases and hourly rate adjustments for variable‑hour positions, and several special personnel actions and handbook updates. The motions approving personnel matters carried on voice or roll call votes as recorded in the minutes.
The Commission declared approximately $1,500 in scrap iron surplus and authorized sale under Resolution MC21‑69. It also declared an unrecovered drone surplus and transferred remaining drone accessories to the Sheriff’s Office; several vehicles were declared surplus and authorized for public auction on Jan. 25, 2022.
The board authorized the chair to sign a sub‑recipient agreement with the South Dakota Department of Social Services for a Jail Medication Assisted Treatment program and a case management services contract with Southeastern Behavioral Healthcare, and approved an amendment to the Joint Public Safety Answering Point (PSAP) agreement with the City of Sioux Falls. Each agreement was approved by roll call vote.
Additionally, the Commission approved a four‑hour holiday pay benefit for eligible employees for the afternoon of Dec. 23, 2021.
All routine consent motions were recorded as approved during the Dec. 21 meeting; the board recessed and later adjourned with the next meeting scheduled Dec. 28, 2021.
