Minnehaha County Commission approves 2021 supplemental budget, grants and multiple contracts

At its Dec. 28 meeting the Minnehaha County Commission approved Resolution MC21-70 to supplement the 2021 budget, authorized multiple grant reimbursements and interfund transfers, awarded a bridge-repair contract and signed a series of 2022 service agreements.
The Minnehaha County Commission on Dec. 28 approved a set of supplemental budget items and a batch of related financial actions to close out 2021 and prepare for 2022 business.
Finance and budget officer Susan Beaman presented Resolution MC21-70, which supplements the 2021 annual budgets to cover eligible expenses. The commission approved the resolution by roll call vote, 5–0; the action includes $151,000 in General Fund supplements (including coroner transportation and jail contract services) and smaller supplements to the Domestic Abuse and E-911 funds.
Beaman also presented and the commission approved numerous grant-related reimbursements and pass-through supplements covering Emergency Management, Sheriff and Jail programs (including Byrne/JAG, HIDTA and COSSAP allocations), Human Services reimbursements and ICWA grant pass-throughs. Each listed supplement was approved by roll call vote.
The commission authorized several interfund transfers from the General Fund: $30,000 to the COSSAP Fund, $75,500 to the Capital Projects Fund and $75,000 to the 24/7 Sobriety Fund, each approved 5–0. The commission also authorized reallocating $17,500 of unused Public Defender personnel savings to cover furniture related to an Annex renovation (motion passed 4–1; Commissioner Jeff Barth voted nay).
The meeting also included routine approvals: agenda and Dec. 21 minutes; vouchers totaling $1,201,144.69 were approved by roll call vote.
The commission approved several 2022 contracts and agreements. Among those authorized were: a 2022 lease with METRO Communications; a Coroner/Medical Examiner agreement with Dr. Kenneth Snell/Sanford Health Pathology Clinic; a contract with the Sioux Falls Area Humane Society; an agreement with Southeastern Behavioral Healthcare for Mobile Crisis Team services; and an Ambulance Quality Assurance Director contract with Dr. Jeff Luther. All were authorized by vote.
The commission awarded Project MC21-10 (structure 50-330-006) to Prahm Construction Inc., the low bidder at $1,312,857.40, and authorized the chair to sign the contract. It also approved a Planning Department vehicle purchase (Ford F-150) through the state contract for $28,690.
Public comment at the meeting included Robert Wilson greeting the commissioners and Theresa Pesce urging that elections remain "honest and open" and requesting clarity about how public funds are shown when they are spent. No one testified for or against the supplemental budget during the public hearing on MC21-70.
The commission recessed and later entered executive session pursuant to SDCL 1-25-2 (1), (3) and (4), then adjourned; the body will reconvene Jan. 4, 2022.
