Cowley County approves appointments, affiliate for CDDO and tables fireworks and signage decisions

At its Feb. 17 meeting, the Cowley County Board of County Commissioners approved several administrative and community items and deferred others for further review.
Susan Slothower-Gober, director of the county’s CDDO (Community Developmental Disability Organization), asked the board to approve REM, Kansas LLC (recently merged with ResCare) as a CDDO affiliate pending receipt of an insurance certificate; the board approved the affiliate status 3-0. The board also approved the appointment of Laura Merz (Capper Foundation nomination) to the CDDO board for a two-year term beginning in March 2026.
County Clerk Karen Madison presented annual reports from Harvey, Omnia, Rock Creek and Silverdale Townships (16 of 25 township reports) and Fire Districts 1 and 3 for 2025; the commissioners approved those reports 3-0.
Residents from Silverdale Township raised safety concerns about a section of 155th and 256th Roads and requested a 20 mph speed limit and No Thru Commercial Traffic signage; the board asked the county engineer to inspect a low-water bridge and directed County Counselor Mark Krusor to check legal authority for lower speed limits and signage. The board tabled the signage and speed-limit question to the March 3 meeting. Shelley and John Gardner of Pumpkin Pants Ranch requested consideration of allowing consumer-grade fireworks at special events outside the county’s current June 27–July 3 discharge window; County Clerk Madison said a resolution amendment would be required and the board tabled the issue to March 3.
What happens next: county staff will collect the requested engineering inspection findings, research legal authority on signage and speed limits, and prepare an optional fireworks resolution for the March 3 meeting.
