Cowley County appoints Allyson Henley as health director and moves environmental services to county control

The Cowley County Commission on Feb. 3 appointed Allyson Henley as City County Health Department Director and voted to transfer environmental services and floodplain management responsibilities from the Health Department to Cowley County.
Commissioners recognized outgoing City County Health Department Director Thomas Langer before the appointment. The appointment of Allyson Henley was approved unanimously (vote 3-0) and the clerk administered the oath of office.
County Administrator Lucas Goff told commissioners that most other counties house these functions within county government and that the transition is timely given the leadership change. The commission approved the transfer 3-0; minutes state floodplain management will move immediately to Emergency Operations and the remainder of environmental services will move to the Administrator’s Office for implementation and follow-up reporting.
The decisions are administrative rather than statutory changes; staff were directed to begin the reassignment and to return to the commission as needed with implementation reports.
