Cowley County commissioners approved a contract with Kelly Law Offices, LLP to manage the county's tax sale process at their Jan. 6 meeting.
County Administrator Lucas Goff said the contract will be used to conduct the tax sale process. Commissioners expressed concern about a recurring situation where some taxpayers pay just enough to keep property out of tax sale each year; the board asked Goff to research whether the county treasurer's procedures or other remedies could limit that practice.
Commissioner Alan Groom moved to approve the contract and Vice Chairman Jim Maxwell seconded; the motion passed 3‑0. The contract was approved as presented and staff will return with findings about the tax‑sale process and any options to address repeat avoidance.
