Public Works Superintendent Jon Jordan told commissioners the NEPA study is required for federal compliance with the grant application and that approving the additional cost would avoid project delays. Commissioners voted 3‑0 to approve the NEPA study and to move the project forward with a total project cost not to exceed $908,000.
The vote followed discussion about survey work and upcoming 2026 bridge inspections. The study is an environmental review step commonly required when federal funding is involved; commissioners did not vote on construction contracts during the meeting but authorized the environmental compliance work necessary to advance design and funding steps.
