Charlotte County Electoral Board holds closed-session evaluation of interim registrar

The Charlotte County Electoral Board met Wednesday, May 12 at the County Administration Building to conduct a closed-session evaluation of the interim registrar, Chairman Lawrence Clark said.
The meeting opened with a prayer and the Pledge of Allegiance. Clark told board members he had asked them to bring two copies of their written evaluations and asked why copies were not available; he also said a filing cabinet had been obtained for storing board materials.
Secretary Glenwood Foster objected to the chairman’s proposed evaluation method and said he would not continue to argue about it. Foster said the board should go into closed session to try to reach agreement and that, if agreement could not be reached, he would submit his own evaluation as he had done the previous year. Vice Chairman Warren Browning then moved to enter closed session for the purpose of evaluating the registrar; the motion was seconded and passed.
After the closed session, the board reconvened in open session. Chairman Lawrence Clark read a certification resolution stating that the executive meeting had been held in accordance with the Freedom of Information Act and citing Virginia Code section 2.1-3712. The board took a roll-call vote as required by section 2.2-3712 to certify that only matters lawfully exempted from open meeting requirements were discussed in the closed session. Mrs. Powell, Vice Chairman Warren Browning and Secretary Glenwood Foster each recorded “aye.”
Following certification, Secretary Glenwood Foster moved that the board review the interim registrar’s evaluation at the next meeting in closed session; the motion was seconded by Vice Chairman Browning and approved. The meeting concluded after a motion to adjourn was offered by the secretary, seconded by the vice chair, and carried by unanimous consent.
No public statement about the registrar’s performance or the content of the closed-session discussion was disclosed at the meeting. The board scheduled the evaluation review for its next meeting, which it said will take place in closed session.
