Democratic Party chair urges return of pollbook funding and equipment for electoral board

Rebecca Daly, chair and voter liaison of the Charlotte County Democratic Party, urged the Electoral Board on Thursday to provide party chairs with Officer of Election lists before training so parties can request additions or changes.
Daly told the board that electronic poll books the board approved from a 2021 budget were not purchased because the Board of Supervisors removed the funding when the registrar could not provide an accurate cost estimate. She suggested the board revisit the matter with the Board of Supervisors.
Daly also said $1,002.00 in CARES funds remained available from the 2021 budget and could be used to buy a dedicated laptop for the board secretary, and she asked that the board produce spreadsheets of the costs from the previous two elections to support budgeting and spending oversight. She reminded the board that informal two-member meetings concerning electoral business should have minutes recorded.
Public commenter Aubrey Fane raised questions about who conducts training for the board and alleged that party chairs had been training the board; the secretary replied that training is provided by the Virginia Electoral Board Association and the Department of Elections and that he would ask the registrar to look into obtaining a copy of Robert's Rules of Order for the board to reference.
