Minutes and leave-sheet signing spark procedural dispute at Charlotte County Electoral Board

Chair Claudette Powell raised a concern about the September 2 minutes, saying they misrecorded whether she offered an amendment to the July 15 minutes. Secretary Glenwood Foster said he would not change the July minutes because, in his view, they accurately reflected what was said and suggested the Chair review the September meeting recording for clarification.
The Chair also raised whether the chair of the board, rather than only the secretary, could sign the Registrar's leave sheets. The minutes trace the history of leave-sheet signing back to November 2020 and report gaps in signing through the months that followed; the Secretary expressed concerns about the accuracy of the records when signing resumed and asked why the Chair wanted to take on signing responsibilities now.
The meeting recorded interruptions by Mr. Fane and Mrs. Fane. Minutes indicate Mr. Fane spoke outside the public comment periods and challenged what determines an open meeting and when minutes should be kept. Mrs. Fane asked whether the secretary had assistance preparing minutes; Secretary Foster said he writes the minutes himself and explained how he was selected for his post.
No formal policy change on minutes or leave-sheet signatures was adopted at the Oct. 7 meeting; the Secretary was asked to review recordings to clarify the disputed content in the September minutes.
