Midway Council removes Feb. 17 minutes from consent agenda, asks staff to develop AI-use policy

At its March 3 meeting the Midway City Council declined to approve the Feb. 17, 2026 minutes as part of the consent agenda and asked staff to develop a policy on the use of artificial intelligence for meeting minutes.
During the consent agenda discussion, Council Member JC Simonsen said he was concerned the Feb. 17 minutes had been generated by artificial intelligence and requested the Council discuss AI use and create a policy. Recorder Brad Wilson told the Council the minutes were created using a product called ClerkMinutes™. Council Member Lisa Orme rescinded her second on the initial motion approving the full consent agenda so the minutes item could be discussed further.
The Council then voted to approve the consent agenda minus the Feb. 17 minutes and attached conditions: a prompt discussion on AI, development of an AI policy, and that any minutes generated by AI include a disclosure notice. Council Member Simonsen moved the amended approval and Council Member Kevin Payne seconded; the motion passed with recorded ayes from Garland, Orme, Osborne, Payne, and Simonsen.
Council Member Garland noted the City is required to post audio recordings of public meetings within three days; the audio record remains an official record while the Council examines how to incorporate AI-generated transcripts or minutes.
The Council scheduled the AI discussion for a future meeting; no new policy was adopted at the March 3 meeting.
