Charlotte County electoral board sets early-voting schedule, officer pay and training dates

The Charlotte County Electoral Board on July 7 approved pay rates for officers of election, set precinct training dates for October and confirmed early voting will begin Sept. 23 at the registrar's office and run for 45 days.
Virginia Booth, the county's general registrar, presented Addendum #1, a packet that included the June minutes, July bills, a budget synopsis for the fiscal-year transition, information provided to State Police investigators and a summary of Virginia election-law changes effective July 1, 2022. Booth told the board that early voting at the registrar’s office has historically run 45 days, and that “the heaviest turnout day last year was Monday, with Friday the second.”
The board set precinct training dates for in-person sessions Oct. 10–18 (one date per precinct) and an Oct. 24 date for CAP/registrar-office early-voting training; online training will be available at the registrar’s office and will be mandatory for precinct chiefs and assistant chiefs. A motion to approve the training schedule was made and carried without objection.
On compensation, Mr. Baker moved to set officer pay and to require timesheets; Mr. Foster seconded and the motion passed without objection. The board established rates of $15.00 per hour for chiefs, $13.00 for assistant chiefs and $12.00 for officers, and approved mileage reimbursement at $0.58 per mile (the standard state rate). The board said the pay levels were already budgeted and saw no reason to deviate from the approved budget.
The board also discussed polling-place accessibility, noting recurring issues with parking, signage, ramps and doors. Members agreed to schedule site visits and to work with facility managers on permanent and temporary accommodations to meet ADA requirements. Inspection assignments were made: Mr. Foster will review Keysville and Wylliesburg; Mr. Fane will review Drakes Branch, Bacon/Saxe and Charlotte Court House; Mr. Baker will review Phenix and Cullen/Red House.
Board members set the next regular meeting for Sept. 1, 2022, and directed that individual evaluation forms for the director of elections/general registrar be completed and returned at that meeting; the board planned to convene in closed session at the end of the July 7 meeting to develop a consensus evaluation for submission to the State Board of Elections.
Adjournment was moved by Aubrey Fane and seconded by Glenn Baker at 3:30 p.m.; the motion carried without objection.
