Covington commissioners approve underground utilities, development MOUs and design amendment for riverfront and Duro Bag site

Washington to execute an agreement with Duke Energy Kentucky to install an underground utility system for Blocks A and B of the Covington Central Riverfront Development. The motion to approve ORD-028 was made by Commissioner Tim Downing and seconded by Commissioner Tim Acri; the vote was recorded as Acri, Downing, Toebbe and Washington voting yea.
As part of the same consent package, the commission approved Commissioners’ Order No. ORD-030-2026, a contract amendment with KZF Design Inc. to provide additional services related to Phase 1 public infrastructure design. The amendment was moved and seconded during the consent agenda and approved by unanimous voice vote.
The board also approved Commissioners’ Order No. ORD-029-2026, authorizing the mayor to sign a memorandum of understanding with Kenton County, the Northern Kentucky Port Authority, and the Catalytic Fund for an economic development project at the former Duro Bag site. The MOU was approved without objection.
