Covington approves consent agenda: easement with Duke Energy, personnel changes, grants and appointments

At its Jan. 13 meeting, the Covington Board of Commissioners approved a large consent agenda that included utility easements, personnel actions, grant funding and appointments to city commissions.
The board authorized a right‑of‑way easement to Duke Energy of Kentucky, Inc. for the new City Hall facility (ORD-002-2026) and approved a memorandum of understanding with the Kentucky Transportation Cabinet related to the “Bridging the Gap” initiative (ORD-001-2026). Commissioners recorded unanimous voice votes on both items.
Personnel items approved included acceptance of resignations (Firefighter Tyler Sipes, Officers Jason Hartzler and Mason Smith, and laborer Bruce Scruggs) and the hire of Landon Webster and Jerad Howard as laborers in the Public Works Department, effective Jan. 14, 2026 (ORD-007-2026 through ORD-012-2026). The minutes list effective dates for the resignations and hires but do not include reasons for the departures or the hires’ salaries.
Other consent items included authorization for employee benefits brokerage services with Hub International Midwest Limited (ORD-013-2026), approval of funding for nine Neighborhood Grant Program applications for fiscal year 2026 (ORD-014-2026), and multiple board appointments and reappointments (ORD-015-2026 through ORD-020-2026), including Mayor Ronald L. Washington as the city’s representative and Commissioner Tim Acri as alternate to the Planning and Development Services Council.
All consent items were approved by unanimous vote. The minutes do not record extended discussion, public testimony specific to these items, or contract dollar amounts.
