Covington commissioners approve consent agenda, ordinances and appointments

The Board of Commissioners of the City of Covington met Nov. 18, 2025, and approved a series of orders and ordinances across economic development, public safety, housing and planning. The actions were taken by votes recorded in the meeting minutes; most were approved unanimously.
The commission approved multiple consent orders and contracts on voice votes or roll calls. Key approvals included ORD-291-2025 accepting a public-art recommendation for Covington Central Riverfront; ORD-292-2025 authorizing a TIF redevelopment loan agreement with 608 Madison, LLC for property at 608 Madison Avenue; and ORD-293-2025 authorizing an entrepreneurship support grant with Blue North KY Inc.
On public-safety procurement the commission approved ORD-294-2025 to purchase 123 sets of Globe turnout gear from Vogelpohl Fire Equipment. The board authorized ORD-295-2025 to apply for FEMA Public Assistance Grant DR4864 and execute a memorandum of agreement with the Commonwealth of Kentucky. It also approved ORD-296-2025 to contract with KZF for the Goebel Park Master Plan.
Housing and development actions included ORD-297-2025, an agreement with Neighborhood Investment Partners, Inc. to construct two single-family homes at 304 and 308 Pleasant Street in an amount not to exceed $741,836 payable from Program Year 2025 HOME Affordable Housing Development Project funds, and ORD-298-2025, a disposition and development agreement for 304, 306 and 308 Pleasant Street.
Personnel and appointments approved included contract peace officer agreements (ORD-299-2025, ORD-300-2025, ORD-301-2025) and appointments of Paul Kaiser to the Linden Grove Cemetery Board of Overseers (ORD-302-2025), Pamela Mullins to the Human Rights Commission (ORD-303-2025), Shawn Masters to the Kenton County PVA Board of Assessment Appeals (ORD-304-2025), and Amy Kummler to the Code Enforcement Hearing Board (ORD-305-2025).
The commission also authorized ORD-306-2025 to retain VS Engineering as the city’s technical liaison on potential impacts from the Brent Spence Bridge Corridor Project after a presentation by Elizabeth Wetzel, Director of Special Projects and Intergovernmental Affairs. In other business, the board approved Ordinance O-17-2025 to amend the Covington Neighborhood Development Code to permit 'Recovery Residence' in specified districts and to remove the terms 'Sober Living Home' and 'Sober Living Facility' from existing definitions. The minutes also record actions labeled O-18-2025 covering a 2025/2026 budget amendment and a separate entry authorizing issuance of General Obligation Refunding Bonds, Series 2025A, in an approximate principal amount of $29,395,000 to refund lease-related obligations for the CCR site.
