Covington commissioners approve opioid-abatement interlocal agreement, multiple hires and mortgage releases

The Board of Commissioners of the City of Covington unanimously approved a package of consent orders at its Oct. 14 meeting, including an interlocal agreement to create a multi-jurisdictional law enforcement navigator program funded by opioid abatement dollars and several personnel and financial actions.
Commissioners' Order No. ORD-267-2025 authorizes the mayor to sign an interlocal agreement establishing a multi-jurisdictional law enforcement navigator program using opioid abatement funds. The title was read by City Clerk Susan Ellis; Commissioner Tim Downing moved approval and Commissioner Tim Acri seconded. The motion passed with all five commissioners voting yea (Acri, Downing, Smith, Toebbe and Washington).
The consent agenda also included personnel and contracting items: ORD-268-2025 approved the hire of Robert Cameron as a part-time police cadet, effective Oct. 20, 2025; ORD-269-2025, ORD-270-2025 and ORD-271-2025 authorized the mayor to sign contract peace officer agreements with Jacob Noe, William Kelley and Phouthakone HomphothicHak, respectively. Each order was read, moved by Commissioner Downing, seconded by Commissioner Acri, and approved unanimously.
Financial items approved on the consent agenda included ORD-272-2025, authorizing the release of certain mortgages and encumbrances between the City and Academy Flats Senior Housing, LP, and ORD-273-2025, authorizing the release of a mortgage in the amount of $193,000 between the City and Eastside Revitalization I, LP. Commissioners also approved ORD-274-2025, authorizing the mayor to execute a stakeholder agreement with the University of Kentucky Research Foundation on behalf of the Kentucky Small Business Development Center.
All consent items were approved by voice vote with no recorded dissent. The minutes record motioners and seconders for each item but do not include substantive discussion or quoted remarks from staff or commissioners on the individual consent items. The mayor asked for additional discussion on items when prompted; none was offered.
