Garfield County commissioners approve sheriff grant application, intergovernmental public safety agreements and ARPA reimbursement for detention insurance

At its Aug. 12 meeting in Enid, the Garfield County Board of County Commissioners approved a sheriff grant application, three town public safety agreements, ARPA reimbursement for detention facility insurance, road crossing permits and multiple routine claims and appropriations.
The Garfield County Board of County Commissioners voted unanimously Aug. 12 to approve a series of routine county actions, including a sheriff grant application, interlocal public safety agreements, insurance reimbursement using American Rescue Plan Act funds, road crossing permits and the payment of purchase orders and claims.
Vice‑Chairman Clarence Maly moved to approve Resolution No. 24‑104 authorizing the Garfield County Sheriff’s Office to apply for a Funding Assistance Grant Program; Commissioners Reese Wedel and David Loesch voted aye. The board then approved public safety service agreements between the county (Sheriff’s Office) and the Town of Waukomis (payment to the sheriff’s department of $2,500 with a $500 gun range credit), the Town of North Enid ($3,000) and the Town of Lahoma ($3,000). These motions were made by David Loesch and Clarence Maly at separate points and each passed unanimously.
The commissioners approved payment of Property and Liability insurance through the Association of County Commissioners of Oklahoma (ACCO) for the Garfield County Criminal Justice Authority in the amount of $142,377.00. The board also signed Resolution No. 24‑105 designating use of American Rescue Plan Act of 2021 (ARPA 21) funds to reimburse the detention facility for that insurance expense; the vote on both items was unanimous.
The board granted road crossing permits for Garfield County Rural Water District No. 6 and for Wagon Wheel Wind Project LLC, and approved a 324A claim form from CED #8 for District 1 pertaining to JP 34850, Parcels 1 & 2, 3 & 3.1. Commissioners approved a Detention Services Agreement with ROCMND Area Youth Services and authorized a claim against the State Election Board for salary reimbursement of Garfield County Election Board Secretary Shari Monsees in the amount of $5,599.58.
Financial housekeeping included a resolution (No. 24‑106) canceling FY2024 Highway‑Unrestricted funds and transferring $125,340.18 to FY2025, and corresponding cash fund estimates and requests for appropriation for Highway‑Unrestricted ($125,340.18), Rural Fire‑Sales Tax ($877.41) and ARPA ($19,240.80). The commissioners also approved the Garfield County Treasurer monthly fee report for July 2024 ($1,304.02) and July monthly reports from the Election Board and Sheriff’s Office, subject to audit.
The board declared multiple items belonging to the Court Clerk’s office obsolete under Resolution No. 24‑107 and, by Resolution No. 24‑108, ordered the listed items junked and disposed of as being in the county’s best interest. Commissioners examined and approved prior‑year and current‑year purchase orders and claims across county funds, with notable entries including a prior‑year capital outlay payment of $70,428.80 to Barber‑Dyson Ford of Woodward.
With no further business, the board voted to adjourn and reconvene Aug. 19, 2024. All votes recorded at the Aug. 12 meeting were unanimous unless otherwise noted.
