Garfield County commissioners approve budget, contracts and ARPA change order in July 15 meeting

The Garfield County Board of County Commissioners on July 15 approved multiple resolutions, contract renewals, cash appropriations and an ARPA-funded courthouse change order totaling $13,397; the board also signed the annual financial statement reporting $38,839,386.32. The Garfield County Board of County Commissioners met July 15 in Enid and approved a series of routine fiscal and administrative actions, including the addition of a special insurance fund, several insurance renewals, contract approvals and cash fund appropriations.
Commissioner Clarence Maly, Vice-Chairman, moved to approve Resolution #24-91 to add a 1237 Special Insurance Fund for general government to align the county's chart of accounts with State Audit recommendations; the motion passed with ayes from Reese Wedel (Chairman), Maly and David Loesch (Member). Commissioner David Loesch moved and the board approved Resolution #24-92 to apply American Rescue Plan Act funds to Garfield County Courthouse Renovations (Phase 2), approving Change Order 2 in the amount of $13,397.00.
The board also approved ACCO-SIG FY2024-2025 Property & Liability renewals: Resolution #24-93 for the Garfield County Industrial Authority and Resolution #24-94 for Garfield County, both choosing payment Option #1 and carrying coverage effective July 1, 2024 through June 30, 2025.
In other business, the commissioners approved a maintenance agreement between Standley and Garfield County Health effective July 1, 2024 through June 30, 2025; renewed the FY2025 detention transportation contract with the Oklahoma Department of Juvenile Affairs; and approved project and agreement actions related to Circuit Engineering District #8 and the Oklahoma Department of Transportation tied to State Job #31808(04) for District #1.
The board authorized a quit claim deed to the City of Enid and granted a road crossing permit for Dobson Fiber. It approved the Annual Financial Statement of the Treasurer for the fiscal period ending June 2024, which reported total funds of $38,839,386.32.
Commissioners approved multiple cash fund estimates and requests for appropriation, including Jail Sales Tax ($220,948.98), Use Tax'Jail Share ($36,411.76), Rural Fire'Use Tax ($14,563.69), Highway Unrestricted ($380,787.98) and Highway'CBRI ($44,301.01). A transfer of $10,000 within the Garber Fire Department accounts was authorized. The board also examined and approved payroll claims, a long list of purchase orders and prior-year warrants, and blanket purchase orders as filed in the County Clerk's Office.
Daylen Rivers, Jail Administrator, provided a summary of the July 11 Garfield County Criminal Justice Authority meeting; the board took no action on that report. Lorraine Legere, County Clerk, left the meeting at 10:30 a.m. and Debbie Knouse entered in her place for the remainder of the proceedings.
With no further business, Commissioner Loesch moved to adjourn; the board set its next regular meeting for July 22, 2024.
