Garfield County commissioners award courthouse asbestos contract, approve interlocal agreements and budget items

Garfield County commissioners on June 24 approved a $34,460 contract for asbestos removal at the county courthouse, accepted the lone bid for rooftop HVAC units and signed multiple service agreements and budget appropriation documents.
Vice-Chairman Clarence Maly moved to award the asbestos-removal project to Stronghold Environmental for $34,460.00; the motion passed with Chairman Reese Wedel and Member David Loesch joining Maly in the ayes. The three written quotes reviewed by the board listed TEC-An ($26,950 for one boiler; $58,725 for two boilers), Stronghold Environmental ($34,460.00) and AAS Environmental LLC ($49,950.00).
Maly also moved to approve and sign a Professional Legal Services Contract between Garfield County Commissioner and Assessor and the firm Tisdal & O’Hara; the board approved the contract. The meeting minutes record the contract term as "from July 1, 2024, through June 30, 2024." The minutes do not provide additional clarification of that term.
Member David Loesch moved to approve and authorize the chairman to sign a Public Safety Service Agreement between the Garfield County Commissioners (the Garfield County Sheriff’s Office) and the Town of Covington; the board approved the agreement. Maly subsequently moved to approve a separate Public Safety Service Agreement with the Town of Garber; that motion also passed unanimously.
The board approved a Cash Fund Estimate of Needs and Request for Appropriation for Highway Unrestricted for $55,806.76 and approved two Cash Fund Estimate of Needs and Requests for Appropriation for Drug Court in the amounts of $4,167.12 and $5,000.00. The commissioners also approved Garfield County Sheriff’s credit card expenditures totaling $406.35 and payroll claims (WARRANT# 4857-5023) that included a county share of benefits totaling $51,275.18 for deferred compensation, insurance, retirement and FICA tax.
Pursuant to an official notice to bidders, the board opened sealed bids for Bid#24-20 (HVAC units, rooftop). Only one sealed bid was received; Maly moved to accept and award the bid to Slater Mechanical, and the board voted to award the contract.
The board conducted an interview of Joseph Fletcher for the open county seat on the Public Library of Enid and Garfield County Board; no appointment or further action was taken at the meeting. The meeting adjourned with the next regular session set for July 1, 2024.
