The Spencer County Fiscal Court voted to enter an interlocal cooperation agreement with the City of Taylorsville and the Spencer County Sheriff to create a Joint Special Law Enforcement Drug Task Force.
According to the minutes, the County Attorney said the agreement was revised with help from the Department for Local Government’s counsel. The recorded motion—made by Esq. Brewer and seconded by Esq. Travis—passed with all magistrates voting "aye." The agreement directs the sheriff to employ the special law-enforcement officer and requires the sheriff to cover salary, worker compensation, retirement and other employment costs. The city will provide and maintain a vehicle for the officer and cover related operating costs.
The interlocal agreement sets a formal termination date of Dec. 31, 2022, while allowing any party to end the arrangement earlier on 30 days’ written notice. The minutes also record a formula for dividing any cash or cash-equivalent seizures, with a 75%/25% split in favor of the agency that received tips in some cases and a 50/50 split in other cases, depending on which agency initiated the action.
The court recorded that the interlocal agreement is needed to combat the local drug epidemic and associated crimes; the minutes show no recorded objections to approval. The court’s next steps for implementation include the sheriff employing the designated officer and coordinating vehicle provision with the city.
