Spencer County Fiscal Court approves zoning change, vehicle purchases, warranties, radios and budgets; declares Humvee surplus

Spencer County Fiscal Court approved several routine and capital items at the Jan. 21 meeting, including a zoning change, vehicle purchases, equipment warranties, communications equipment, and county budgets.
The court approved an ordinance rezoning a 1.60-acre Mt. Washington Road parcel owned by Kyle Martin & SC Development, LLC from AG-1 (agricultural) to B-2 (commercial) after the planning commission and multiple state agencies provided findings and recommendations. The motion to adopt the ordinance passed on a motion by Esq. Brewer, seconded by Esq. Beaverson, with all present voting "Aye."
The equipment committee recommended purchasing two used Ford Explorer police vehicles (2014 and 2016 quotes) and the court approved spending up to $29,900 to buy two police-equipped vehicles, subject to final signoff by Esq. J. Moody, Gary Day and Sheriff Herndon.
The court also approved extended warranties for a KB21 boom mower ($3,895 one-year extension) and a Kubota M5-111 tractor ($2,800 two-year extension) for a combined $6,695; the motion passed with one recorded "Nay" from Esq. Travis. Sunny Communications' quote to add 13 handheld Kenwood radios totaling $3,625 was approved unanimously for sheriff, EMS, road department and coroner use.
Financial items included approval of the sheriff's 2020 budget and the county clerk’s 2020 budget. The Fair Board reported a 2019 net profit of $7,258.22. The court declared a 1993 AMGN military Humvee (VIN 149454) surplus and authorized disposal via GovDeals.com.
