Court members discussed McCracken County's recent decision to reduce its insurance premium tax and asked the treasurer to model impacts for Carlisle County. The treasurer said a 0.5-percentage-point reduction locally would reduce revenue by an estimated "about $50-something thousand" based on current budget assumptions and offered to run quarter-close figures to produce a more precise forecast for next meeting.
The treasurer also presented modeling on employee health insurance coverage options, noting that increasing employer coverage to 80% would roughly cost an additional $28,000 annually (spread across 12 months) while producing savings for employees; the treasurer said that change represented roughly a 0.9% budget adjustment in the county's planning models.
The court voted to approve the monthly treasurer report and directed the treasurer to prepare scenario analyses (quarter and year projections, and examples at 0.25% and 0.5% insurance-premium-tax adjustments) for consideration at the March meeting.
