Spencer County clerk seeks restoration of five historic record books; Kofile estimate included

SPENCER COUNTY, Ky. — Spencer County Clerk Lynn Hesselbrock asked the Fiscal Court Feb. 17 to authorize restoration of five historical record books and replacement of old plat envelopes that are leaching ink.
Hesselbrock brought a sample volume and examples of old and new plat envelopes to demonstrate deterioration. The court heard that careful conservation requires disassembly and scanning during the restoration process. A Kofile estimate included in the packet listed $10,607.75 for preservation and imaging of the identified volumes and a separate line for 600 zippered archival envelopes priced at $11,160 (freight extra).
Magistrates asked whether restoration was urgent or could wait until the next budget cycle. Hesselbrock said the work is typically performed during preservation projects and that scanned images are created as part of conservation; she also noted that money is technically available in another budget line but would require a transfer.
Esq. Brewer said he had contacted other vendors (Belfor, Old-World Restoration) and requested that the clerk obtain additional quotes before the court commits to a contractor. The court did not vote on the restoration request at the Feb. 17 meeting and asked the clerk to obtain further estimates.
The clerk also requested replacement plat envelopes because older envelopes can damage plats over time; she showed the difference between old and new materials during her presentation.
