Spencer County votes to direct KYTC 'Flex Funds' to county roads and join Cooperative Program

On Feb. 3 the court approved using the Kentucky Transportation Cabinet's proposed "Flex Funds" on county roads (planning amount $131,585) and unanimously agreed to participate in KYTC's Cooperative Program for FY2021 to access pooled emergency road funds.
The Kentucky Transportation Cabinet notified Spencer County of a proposed "Flex Funds" allocation that gives fiscal courts the flexibility to recommend using a carve-out of Rural Secondary Program funds on state-administered or county-administered roads. The planning estimate presented in Kentucky Transportation correspondence was $131,585 for Spencer County; the letter cautioned the figure was not final and could include prior unspent allocations.
On motion by Esq. Beaverson, seconded by Esq. Travis, the court approved applying flex funds to county roads. The decision was unanimous. Separately, the court approved participation in the KYTC Cooperative Program for FY2021 (motion by Esq. M. Moody, second by Esq. Beaverson), which allows participating counties to place 3% of their apportionment into an emergency fund and receive 60% of projected funds on Aug. 1, 2020. The motion to participate also passed unanimously.
Judge Riley asked for clarification about whether the proposed figure included last year's funds; the county did not receive a definitive answer at the meeting. The approvals allow the county to recommend road projects and to participate in the KYTC distribution schedule for FY2021.
