Carlisle County awards Milburn waterline contract and approves Millburn Water District expansion

The Carlisle County Fiscal Court voted on Feb. 24 to award the Milburn Waterline construction contract to the low responsive bidder after a clerical correction and approved expanding the Millburn Water District to include nearby school property.
County engineer/project representative Darren (speaker 6) told the court that four contractors submitted responsive bids opened Feb. 19. The low responsive bid was listed at $2,592,865, and after a minor arithmetic discrepancy of $290.85 in bid item calculations the corrected low bid was $2,592,574.15, which the county's review said the bidder accepted. Darren said engineers recommended awarding the contract to the corrected low bidder.
Greg Terry, Carlisle County executive (speaker 1), called for a motion; a member moved and seconded. The motion to award the contract carried by voice vote (the transcript records the court's voice vote as "motion carries"). The court did not record a roll-call tally in the transcript.
Darren also updated the court on the water-tank portion of the project, saying the tank design is expected to be submitted for division approval by April and the second phase could be out for work by May or June. He estimated the tank work at about $1 million (approximate estimate given in the meeting) and said the distribution system may be constructed before the tank. He noted contractor mobilization and supply/material cost increases were considered in the bid review.
Separately, the court conducted a second reading public hearing to expand the Millburn Water District to the school area. No public speakers asked questions during the hearing, and after the hearing the court voted to approve the expansion by voice vote.
The court also approved acquiring about three-quarters of an acre for the water-tower site for $10,000; the clerk presented deed paperwork and said the purchase was included in the bills and would be executed this week.
What happens next: county staff said paperwork for the contract award and property deed will be completed, designers will submit the water-tank plans for approval, and the contracted work will proceed under the county's standard procurement and construction oversight.
