Spencer County Fiscal Court voted on zoning, road-project recommendations and routine county purchases at a Zoom meeting held under Senate Bill 150.
The court approved two zoning second readings and ordinances for properties at 844 Highway to Heaven and 2371 Brashears Creek Road based on planning commission findings.
On road funding, Magistrate Travis moved and Magistrate Brewer seconded approval of five projects recommended under the county's FLEX program, a package with a listed total of $135,167. The court approved the projects and set the required County Road Aid hearing for May 4, 2020 at 8:30 a.m.
The court also moved on several county purchases. An estimate from L & W Technology Solutions for four Panasonic Toughbook vehicle computers, mounts and installation totaled $13,508. Magistrate Brewer moved the purchase and Magistrate Beaverson seconded; the court approved the expenditure by roll-call vote with Magistrate J. Moody casting the lone "nay." Magistrate J. Moody said he objected because "they should get bids on the computers; I felt we were blind sided." The court ordered the purchase despite the objection.
The court declared a 1997 Ford F-250 used by parks surplus and authorized sale at Jewell's Auction Service, and it approved a resolution to apply for a Land and Water Conservation Fund grant for phase two of a ball-field lighting project estimated at $99,000; the resolution requires a 50% local match to be held by the Spencer County Youth Baseball Association. The LWCF resolution passed with one abstention from Magistrate J. Moody.
Finally, court members reviewed and approved the clerk's register of invoices and a set of budget transfers across general, road and jail funds.
What happens next: The County Road Aid hearing is scheduled for May 4, 2020 at 8:30 a.m.; the court will process the sheriff vehicle computer installation and complete inventory and bidding records as required by county procurement policy.
