Spencer County approves reduced-scope bridge work, awards FEMA flood repair contracts

Hochstrasser Road bridge repairs: QK4 engineer Eric Bean reported the apparent low bid for full deck/guardrail work exceeded the county budget. To proceed within funds, the county and QK4 removed guardrail replacement from the scope and asked the low bidder, All-terrain Paving & Construction (APC), to resubmit a price for grade adjustments and repaving approaches. APC's revised price was $31,107.50. The court approved that reduced-scope award by roll-call vote and directed county staff and QK4 to execute contracting and scheduling steps.
Love Lane / Dutchman's Creek (FEMA-funded): QK4 received seven bids for the FEMA-funded flood-repair project. Todd Johnson Construction submitted a base bid of $175,461.08 for slope protection work and an add alternate of $121,896.27 for a new concrete box culvert at the Love Lane crossing. QK4 and the road foreman recommended awarding the project to Todd Johnson; the court approved the recommendation.
Engineers noted both projects required coordination with FEMA and adherence to funding limitations. Eric Bean signed the recommendation letters and told the court that bid documentation and bonds were reviewed.
What comes next: QK4 will proceed with contract administration and the road department will coordinate scheduling and any necessary traffic control. The judge and foreman flagged that additional road projects remain in the 2020 budget and that funding decisions will continue to be evaluated at subsequent meetings.
