Spencer County Fiscal Court orders termination of employee James Houchins after executive session

County Judge Executive John Riley presided over a special called meeting of the Spencer County Fiscal Court on Aug. 21, 2020, held by live video teleconference under Senate Bill 150 because of the COVID-19 public health emergency.
Spencer County Clerk Lynn Hesselbrock called the roll and recorded that Esq. M. Moody was absent. At 4:02 p.m., Esq. J. Moody moved and Esq. Brewer seconded a motion to go into executive session under KRS 61.815 and KRS 61.810(f) “for the purpose of discussions which might lead to the discipline or dismissal of an individual employee.” The roll-call motion passed with those present voting in the affirmative and M. Moody absent.
The court returned to open session at 6:15 p.m. After reconvening, County Judge Executive John Riley moved, and Esq. Beaverson seconded, a motion ordering the termination of the employment of James Houchins. The motion passed by roll call: John Riley (yes); Esq. Brewer (yes); Esq. Beaverson (yes); Esq. J. Moody (yes); Esq. Travis (no); Esq. M. Moody (absent). The court recorded the action as an order to terminate employment.
A motion to adjourn was made by Esq. Brewer, seconded by Esq. Beaverson, and the meeting was adjourned at 6:17 p.m.
