Spencer Fiscal Court concurs with KYTC to resurface Plum Creek Road (KY 1060) and replace drainage structures

The Spencer County Fiscal Court on Sept. 9 approved a KYTC solicitation to use Rural Secondary paving funds on KY 1060 (Plum Creek Road), including planed drainage‑structure replacements before resurfacing.
Tom Hall of KYTC District 5 presented the Rural Secondary Program recommendations and told the court the resurfacing project would run from KY 44 to KY 1319. Hall explained state pavement projects are sensitive to gas‑tax revenue trends and that schedule timing could shift if state revenues fall. The District recommended replacing a box culvert, two large pipes and several cross drains before resurfacing to correct drainage problems, and provided TC‑20‑11 forms and contract identification documents in the packet.
Magistrate Brewer moved to approve KYTC’s recommendation to resurface KY 1060 and repair necessary drainage pipes; Magistrate J. Moody seconded the motion, and the court approved the recommendation by roll call. Hall said KYTC would accept local concurrence in meeting minutes or a court resolution, and preferred a resolution for immediate concurrence.
Documents filed with the court included KYTC maps, project PCN numbers and material summaries for the Plum Ridge/Kings Church resurfacing contracts (contract ID 193120) and a TC‑20‑11 Rural Secondary funding worksheet for FY2020‑21. The court’s concurrence provides KYTC the local endorsement it needs to proceed when state funding is available.
