Franklin County Fiscal Court approves budget transfers, a road agreement and hires firefighter

Frankfort — Franklin County Fiscal Court on Oct. 11 approved a slate of budget and administrative actions, authorized grant and highway agreements and hired a firefighter during a work-session style regular meeting.
The court approved Resolution #34-2023 to authorize budget modifications for the Wanda J. Robinson Foundation (Years 1–3) and approved budget Amendment #1 to Ordinance #7-2023 (FY 2023–2024). The body also authorized budget transfers for the fiscal year. Those financial motions passed on recorded votes.
The court authorized filing an application with the Kentucky Energy and Environment Cabinet, Division of Waste Management for 2024 litter-abatement grant funding (Resolution #35-2023). It also approved Resolution #36-2023, authorizing a Memorandum of Agreement with the Commonwealth Transportation Cabinet, Department of Highways for up to $169,750 toward the Lebanon Road Project.
On property and asset matters the court declared the county parcel at 67 Buena Vista surplus and authorized issuing a request for proposals for sale and development of the property. The court also authorized surplus of sheriff department vehicles for trade-in or sale via GovDeals.
In personnel actions the court voted to enter a closed session under KRS 61.810(1) to discuss personnel matters and, after returning to open session, approved hiring James Lacy as a firefighter.
Procedural notes: The court received the treasurer’s report and ordered bills to be paid. Most of the above motions passed with all present members recorded in favor; where absences or abstentions occurred the vote was recorded in the minutes.
