Franklin County Fiscal Court approves grant applications, ordinance changes and routine business

Frankfort, Ky. — The Franklin County Fiscal Court on Nov. 8 unanimously approved a string of routine actions, including applications for two state grant programs, the adoption of an ordinance change affecting Fire Department holidays and authorization of auditor engagement letters.
Judge Michael Mueller presided over the special meeting, which began at 11:08 a.m. Squire J.W. Blackburn led motions to file two grant applications: Resolution #41-2023 to apply to the Kentucky Energy and Environment Cabinet, Division of Water for the Section 319(n) Grant Program, and Resolution #42-2023 to apply to the Kentucky Department for Local Government’s Government Resources Accelerating Needed Transformation Grant Program. Both motions passed on unanimous votes.
The court also gave second reading and adopted Ordinance #15-2023, an amendment to Chapter 30 (§30.076 Holidays) adding language as it pertains to Fire Department personnel. Several other proposed amendments to Chapter 30 and to Ordinance No. 16 (2006 Series) were read for the first time and introduced for future consideration; no final action on those first readings was recorded at this meeting.
Other routine business approved included declaring Sheriff’s vehicles surplus for trade-in or sale (GovDeals), receiving the treasurer’s report, and approving amended and replacement engagement letters with auditor Charles T. Mitchell for the fiscal year ended June 30, 2023. Clerk’s minutes also recorded a prior vote (Oct. 11) concerning a zoning map change, and noted the applicable statute, KRS 100.211(2)(i), regarding the requirement for a majority of the entire fiscal court to override a planning commission recommendation.
The meeting lasted only minutes; the court adjourned at 11:14 a.m.
