Franklin County Fiscal Court approves magisterial district change, requests planning hearing and hires two staff

At a July 31 special meeting, the Franklin County Fiscal Court approved an amended magisterial-district ordinance moving Bypass Plaza Drive and Upper/Lower Cove Spring Park into the Fourth District, requested a planning commission hearing to ban invasive plants in landscape buffers, tabled a tourist-commission appointment and voted to hire a code enforcement officer and a solid-waste coordinator.
Franklin County Judge/Executive Michael Mueller presided over a July 31 special meeting of the Franklin County Fiscal Court where the court approved several personnel decisions and land-use items.
The court unanimously approved a second reading of an ordinance adjusting magisterial districts after an amendment removing Bypass Plaza Drive and Upper/Lower Cove Spring Park from the Third District and placing them in the Fourth District. Squire J.W. Blackburn moved the second reading and approval, and Squire Sherry Sebastian seconded; the motion passed with Squires Sebastian, Blackburn, Dycus, Tracy, Tanner, Whisman and Judge Michael Mueller voting in favor.
The court also approved a resolution asking the Frankfort/Franklin County Planning Commission to hold a hearing to amend Franklin County Code of Ordinances Section 155.010 (Definitions) to prohibit invasive plant materials in landscape buffer strips. Squire Blackburn moved the resolution and Squire Sebastian seconded; the motion carried unanimously.
On procedural and personnel matters, the court voted to receive notice of a decision from the State Local Debt Officer (formal acknowledgement only) and tabled the proposed appointment of Jay Patel to the Frankfort/Franklin County Tourist and Convention Commission (Hotel Association seat). The court then voted to enter a closed session under KRS 61.810(1)(f) for discussions that might lead to appointment, discipline, or dismissal of an individual employee; after returning to open session the court authorized two hires.
Squire J.W. Blackburn moved, and Squire Sherry Sebastian seconded, hiring Richard Sandifer as Code Enforcement Officer; the court recorded a unanimous vote in favor. Later, Squire Eric Whisman moved and Squire Scotty Tracy seconded hiring Allison Hall as Solid Waste Coordinator; that motion also passed unanimously. The meeting adjourned at 1:28 p.m. on a motion by Squire Blackburn, seconded by Squire Sebastian.
