Fleming County Fiscal Court approves routine finances, advances procurement-code amendments and authorizes water-district access

The Fleming County Fiscal Court on July 9 unanimously approved a slate of routine financial items and agreements, advanced a first reading of administrative-code amendments that adopt the Kentucky Model Procurement Code, and authorized access for a water-line replacement project.
The court approved auditing services with Morgan and Associates for Fiscal Year 2018–2019, an inmate housing agreement to use the Mason County Detention Center, and claims, budget and cash transfers as presented. It also approved county road maintenance reports for May 2019 totaling $381,516.97 and the County Treasurer's month-end and fiscal year-end reports as of June 30, 2019 totaling $1,434,380.98, with fund-by-fund amounts recorded in the minutes.
On ordinance business, the court approved the first reading of amendments to Ordinance 13-1150 (Fleming County Administrative Code/Personnel Policies). The recorded amendments include procedures for public-records requests consistent with KRS 61.872(2), formal adoption of the Kentucky Model Procurement Code (KRS 45A.005–45A.460) effective June 2019, and an increase in the county's contract-award threshold from $20,000 to $30,000 for awards requiring Fiscal Court authority. The minutes show the first reading only; no final ordinance adoption occurred at this meeting.
The court also approved Resolution 19-1284 granting the Western Fleming County Water District and its contractors and inspectors temporary access to county-owned or maintained roadways, property, streets and alleys for a water-line replacement project. The resolution specifies horizontal directional drilling only, prohibits cutting asphalt, chip-seal or aggregate surfaces, and authorizes the Judge/Executive to execute documents related to the project.
Other business approved included a Softworks support and maintenance agreement for road-department software, the Fleming County Sheriff's 2018 tax settlement (pending audit), the sheriff's second-quarter report, and Fleming County Clerk Jarrod Fritz's month-end and second-quarter reports. Fritz also updated the court on election equipment and the reapportionment of districts after the 2020 Census.
The court discussed engineering proposals from HMB for Phase One of the Fox Valley Recreation Park wastewater treatment plant: Option A at $620,000 and Option B at $530,000. The minutes state the court discussed 70/30 grant scenarios and a U.S. Rural Development loan; County Attorney Monica Hill will request a current profit-and-loss statement from the park board to assess whether the park can manage potential debt.
