Fleming County Fiscal Court adopts administrative-code amendments, updates procurement and records procedures

The Fleming County Fiscal Court unanimously approved second reading and passage of amendments to Ordinance 13-1150 (Fleming County Administrative Code/Personnel Policies) at its Aug. 13, 2019 meeting.
The amendments formalize procedures for requesting public records consistent with KRS 61.870–61.884 and adopt the Kentucky Model Procurement Code (the minutes indicate the adoption is effective June 2019). The updated text also addresses surplus property disposition and contract-award authority. The minutes include procurement-threshold language referencing both $20,000 and $30,000; the court approved the ordinance as written in the minutes.
Judge/Executive Larry H. Foxworthy presented the ordinance amendments and the motion to adopt passed unanimously. County Attorney Monica Hill and County Treasurer Kathy Dryden were present during the discussion; no separate amendments or roll-call objections were recorded in the minutes.
The court also approved related administrative actions tied to county property and procurement procedures, including an authorization to declare and sell a 1985 mobile home at Fox Valley Recreation Park as surplus (proceeds, less advertising costs, to benefit the park). The surplus declaration and sale authorization passed by unanimous vote.
