Fiscal Court approves contracts, fund reports and surplus sale; hears road and public-safety concerns

The court unanimously approved a monthly service agreement with A‑Action Pest Control for the courthouse and an RCS equipment-maintenance agreement (term beginning Sept. 1, 2019) as well as an RCS siren‑maintenance agreement covering Dec. 1, 2019 through Nov. 30, 2020. RCS is also scheduled to install a new radio console in October and deploy new software intended to improve call‑location data for dispatch.
Road maintenance and financial approvals included acceptance of the July 2019 County Road Maintenance Reports totaling $151,045.26 (District breakdown: $26,468.89; $8,536.67; $7,095.51; $1,435.55; $100,565.85; $6,942.79) and approval of the County Treasurer's month‑end August 2019 financial reports with balances in the General Fund ($601,939.86), Road Fund ($1,006,979.12), Dispatch Fund ($180,310.57) and Capital Improvement Fund ($303,741.00), among others. The court also approved budget transfers, cash transfers and claims reports, including a payment to L. Story of up to $2,500 for courthouse painting and repairs and registration fees for leadership classes and the Kentucky Association of Counties conference.
On property matters, the court discussed a proposal related to the Womack property on Court Square concerning removal of a stone wall and compensatory conveyance; the court approved action on the proposal by unanimous vote. Two sealed bids were opened on a surplus 1985 mobile home at Fox Valley Recreation Park: Don Lathem bid $0.99 and Ivan Grimshaw bid $555.55. The court accepted Mr. Grimshaw's bid and authorized notification to him as the successful bidder.
Public comment included Anna Graves requesting the court look into Johnson Creek Road; County Judge/Executive Larry H. Foxworthy said he would contact the state for recommendations. County Attorney Monica Hill raised the county's ongoing concern about a 'jail bill' and continuing drug activity in Fleming County; the transcript records the attorney’s statement but no formal action on those items at this meeting.
The court conducted several additional routine approvals including first reading of Ordinance 19‑1287 (budget amendment) and monthly reports from the County Clerk, Sheriff and Jailer. The meeting adjourned at 11:20 a.m.
