County told it is ineligible for 2024 CDBG cycle after monitoring oversight

The Sevier County Board of Commissioners Water Committee was told April 8 that the county is not eligible to apply for 2024 Community Development Block Grant (CDBG) projects because a required monitoring appointment for a prior CDBG closeout was not scheduled.
Evan Sanders, who updated the committee on the county’s CDBG status, said the ineligibility stems from an oversight by a former Community Development Partners employee. Sanders told the committee Sevier County is “not eligible for the 2024 period of projects” and that other communities are facing similar restrictions. He said he will have a follow‑up conversation with the CDBG program and report back to Director Brent Shults.
Director Brent Shults said that, although the county cannot apply for 2024 funding, ongoing procurement work for engineering services, administrative services and water sampling could be used to support an application for the 2025 cycle. The committee did not take a formal vote on the CDBG eligibility matter during the meeting.
The update covered several water‑related project areas that county staff are managing alongside ARPA funds, including Richardson Cove, Oma Lee, Deer Meadows, Nuns Cove, Emerts Cove, Dupont and Milican Grove. Committee members did not dispute the report and asked staff to pursue next steps with CDBG.
