Dickson County Commission backs CDBG fire truck request, school funding reallocations and other unanimous resolutions

The Dickson County Commission on Feb. 18 unanimously approved a slate of resolutions addressing public safety equipment, county and school budgets, and intergovernmental cooperation.
Support for CDBG fire truck: Resolution 02-2020-01 recorded the county’s support for a Fiscal Year 2020 Community Development Block Grant application to purchase a fire truck and related equipment to be stationed on the northern end of the county. The maximum project cost was listed as $420,000; the county said it would provide matching funds if the grant is awarded. The motion was made by Commissioner Jeff Eby, seconded by Commissioner Jeff Spencer, and passed by a unanimous voice vote.
Budget and school funding amendments: The commission approved Resolution 02-2020-02 to authorize certain amendments to all county funds except those established for schools. Separately, Resolution 02-2020-03 authorized amendments to the County’s General Purpose School Fund (Fund 141), Federal Projects Fund (Fund 142), and Central Cafeteria Fund (Fund 143), with language indicating $525,000 plus $1.5 million from school fund balance would be allocated for improvements. Resolution 02-2020-04 authorized repurposing $1.5 million under the existing Hewlett Spencer agreement to complete projects at Dickson County High School. Those motions passed by unanimous aye voice votes.
HOME grant application: Resolution 02-2020-06 authorized the county to apply for a HOME grant through the Tennessee Housing Development Agency in the amount of $500,000 to assist with home repairs. The motion was moved by Commissioner Linda Hayes, seconded by Commissioner David Shepard and passed unanimously.
Open Roads MOU: The commission authorized Resolution 02-2020-07 to enter a Memorandum of Understanding with the Tennessee Department of Safety & Homeland Security to participate in an Open Roads Policy to expedite removal of vehicles, cargo and debris from state highways after crashes. The motion by Commissioner Randy Simpkins, seconded by Commissioner Dwight McIllwain, passed by unanimous voice vote.
Other actions: The commission passed Resolution 02-2020-05 urging the Tennessee General Assembly to enact a private act designating the Clerk of the General Sessions Court as Clerk of the Juvenile Court for Dickson County. The commission also approved minute and notary confirmations and scheduled an April public hearing on a zoning code amendment.
