The Dickson County Commission met Dec. 20 in Charlotte and unanimously approved a slate of measures that county officials said will fund emergency equipment purchases, adjust budgetary lines and position the county to receive opioid-abatement settlement funds.
The commission voted to transfer $270,000 from the Drug Control Fund (Fund 122) and $300,000 from the County General Fund (Fund 101) to purchase emergency services vehicles and related equipment expected for fiscal year 2022–2023. The motion to authorize the budget amendment (Resolution 12-2021-01) was made by Commissioner Becky Spicer and seconded by Commissioner Dwight McIllwain and passed by a unanimous aye voice vote.
Separately, the commission adopted an amendment to the county's Early Retirement Benefit (Resolution 12-2021-02). The change specifies that any years of service by a county employee with a withdrawing department during a period of withdrawal will not count toward eligibility for the Premium Supplement Program. Commissioner Johnnie Reed moved the amendment; Commissioner Jeff Eby seconded it, and the motion passed unanimously.
The body also authorized a set of budget amendments applying to county funds (Resolution 12-2021-03) and approved amendments specific to school-related funds including the General Purpose School Fund (141), Federal Projects Fund (142) and Central Cafeteria Fund (143) (Resolution 12-2021-04). Those motions passed unanimously.
On procurement and contracts, the commission authorized the purchasing agent to enter a 24-month contract with Comcast to provide services at the new Dickson County Solid Waste Management landfill at 100 Virgil Bellar Drive. The contract terms recorded at the meeting list a recurring monthly cost of $148.45 and an installation charge of $119.45; the measure (Resolution 12-2021-05) passed by unanimous voice vote.
The commission voted to join the State of Tennessee and other local governments as participants in the Tennessee State Subdivision Opioid Abatement Agreement and approved related settlement agreements (Resolution 12-2021-06). Commissioner Becky Spicer moved the action; Commissioner Carl Buckner seconded it, and the motion passed unanimously.
The commission adopted a reapportionment and redistricting plan (Resolution 12-2021-07) that establishes one commissioner in each of twelve districts. Commissioner Randy Simpkins moved the plan; Commissioner Mike Petty seconded it and the motion passed unanimously.
County Mayor Bob Rial was authorized to enter an amendment to Contract No. 22-0067 with the Tennessee Department of Environment and Conservation related to the county landfill (Resolution 12-2021-08). The state had notified the county that the financial assurance amount to cover closure/post-closure costs for Phase I and II (approximately 14.3 acres) must increase from $1,806,554.00 to $1,829,135.92; the commission approved the mayor's authorization by unanimous vote.
In other business, Planning & Zoning Director David Darnell discussed intrastate gas transmission line regulations (discussion only; no action recorded). County Clerk Luanne Greer presented a list of notary appointments, which the commission approved. The commission also voted to suspend the rules and to allocate $10,000 from the Hotel/Motel Fund (Fund 172) to the Help Center for disaster relief; both motions passed by unanimous voice vote.
County Mayor Bob Rial offered public thanks to the county's EMS, sheriff's department and DES teams for response efforts and thanked citizens for donations. The commission adjourned at 7:25 p.m.; the next regular meeting was announced for Jan. 18, 2022, at 7:00 p.m.
