Bland County supervisors adopt transient-occupancy tax ordinance, approve redistricting and amend FY22 budget

The Bland County Board of Supervisors on Dec. 21 adopted an amended transient-occupancy tax ordinance, approved a 2021 redistricting plan and unanimously approved a $209,816 amendment to the FY22 budget funded with American Recovery funds.
Chairman Stephen Kelley called the meeting to order at 5:00 p.m. at the Bland County Courthouse. Supervisors Randy Johnson, Stephen Kelley and Adam Kidd were present. Dr. Eric Workman, Bland County administrator, and County Attorney Paul Cassell attended; Karen H. Hodock was listed as absent.
The board approved an amended meeting agenda that added a proclamation, an IRS mileage-rate item and a declaration of surplus property. The consent agenda passed unanimously and included payroll for Nov. 30, 2021 ($104,262.58) and Dec. 16, 2021 ($106,300.52); departmental reports; appropriation of Social Services' October 2021 local allotment of $11,930.11; and approval of the Bland County School Board's January 2022 requisition for $809,712.83.
Chairman Kelley opened a public hearing on an ordinance amending and replacing "Article IX — Transient Occupancy Tax" of the Codified Ordinances of the County of Bland. No members of the public spoke. On a motion by Supervisor Randy Johnson, seconded by Supervisor Adam Kidd, the board adopted the ordinance by unanimous roll call vote.
Gordon Jones of RFC Associates presented the FY21 financial review and audit. On a motion by Supervisor Johnson and seconded by Supervisor Kidd, the board accepted the FY21 audit report by unanimous roll call vote.
Under county-administrator items, the board approved trash adjustments for August through December 2021 totaling $2,766.46.
Later in the meeting the board adopted the 2021 redistricting plan and an ordinance amending Sec. 2-140 of the Bland County ordinances on a motion by Supervisor Adam Kidd, seconded by Supervisor Randy Johnson; the vote was unanimous. The board also amended the FY22 budget to add $209,816 in supplements from American Rescue Plan funds to the Facility Improvements Fund 100; the motion passed unanimously.
The board adopted a proclamation recognizing the Hon. Karen H. Hodock for 18 years of service to the board. Members also voted to set the county mileage-reimbursement rate at $0.585 per mile effective Jan. 1, 2022, to align with the IRS rate; and declared surplus a set of county items including an IBM Server 8202-E4D, three riding mowers and old library furniture. All motions recorded in the minutes passed unanimously.
The board recessed and set a reorganizational meeting for Jan. 3, 2022, at 4:00 p.m. at the Bland County Courthouse.
