Bland County Board of Supervisors adopts redistricting, camera speed‑monitoring ordinance and transfers $20,000 to library funds

At its April 26 meeting at the Bland County Courthouse, the Bland County Board of Supervisors adopted multiple ordinances and approved appointments and budget moves affecting county operations.
The board adopted a redistricting ordinance that specifies the Central Precinct location of the General Registrar's Office. Chairman Randy Johnson opened and closed a public hearing on the measure after receiving no public comment; the motion to adopt the ordinance was made by Supervisor Adam Kidd and seconded by Supervisor Keith Costello. The vote was recorded as unanimous.
The board also approved amendments to Chapter 2, Article VII of the Codified Ordinances concerning the Pathway Regional Industrial Facility Authority. The amendments were adopted following a public hearing with no speakers; Supervisor Stephen Kelley moved the ordinance and Supervisor Keith Costello seconded; the motion passed unanimously.
On a separate item, the board created Chapter 55 of the Codified Ordinances to authorize camera speed monitoring and enforcement in highway work zones and school crossing zones. The ordinance was adopted after a public hearing with no public speakers. Supervisor Adam Kidd moved the ordinance; Supervisor Stephen Kelley seconded and the board voted unanimously to adopt it.
Administratively, the board approved proclamations recognizing Educator Appreciation Week, Corrections Officers and Employees Appreciation Week, Peace Officers Memorial Day (May 15) and Police Week (May 15–21).
In appointments, the board re‑appointed Debra Walker to the Wytheville Community College Board for a four‑year term ending June 30, 2022; the roll call vote was Stephen Kelley yea, Adam Kidd yea, Keith Costello abstain, and Randy Johnson yea. The board also appointed Eric Workman to the Regional Improvement Commission for a two‑year term ending April 30, 2024 and appointed Ron Stevenot to the Planning Commission to fill the unexpired term of Wade Hall; both motions passed unanimously.
The board amended the FY22 budget to appropriate $20,000 from the Library Facility Fund to Library revenue and expense accounts. The motion was made by Supervisor Adam Kidd, seconded by Supervisor Keith Costello, and adopted by unanimous roll call.
There were no public comments during the meeting. The board recessed until May 4, 2022, at 4:00 p.m. at the Bland County Courthouse.
