Lunenburg supervisors approve range of administrative motions, set budget hearing and free $700,000 loan

Permitting and code changes: The board approved a Conditional Use Permit for Dillon Nowlin to operate a 50-by-50-foot storage lot for wrecked vehicles at 240 Switchback Road with conditions set by the Planning Commission (compliance with zoning and Virginia State Police procedures, mitigation for leaking fluids, 60-day storage limit, and a permit limited to the applicant). The board also adopted an amendment to County Code Sec. 74-31 to align with changes to Va. Code §58.1‑3668, exempting one motor vehicle owned and used primarily by a 100% service‑connected, permanently and totally disabled veteran from the county decal requirement.
Schools and budget: Assistant School Superintendent James Abernathy reported the school division received $1,772,946.57 in ESSER II funds and requested an appropriation of $380,000 to the FY2021 school budget; the board approved that appropriation. Administrator Tracy M. Gee presented the draft FY2021‑22 budget and the board voted to advertise a public hearing on June 3 with adoption to be considered at the June 10 regular meeting.
Grants, rebates and property matters: The board approved an Enterprise Zone tax‑incentive rebate payment of $16,890.79 to the Lunenburg IDA for Global Refining Group. County Attorney Frank Rennie presented a resolution to seek a waiver from the State Board of Elections to continue using five split precincts for any 2021 election due to delayed census data; the board approved the resolution.
Deed release and personnel: The board approved release of a deed of trust and cancellation of a $700,000 loan to the former Lunenburg County Community Health Center (now Southern Dominion Health System, Inc.), concluding that the property met the 20‑year use requirement. After a closed session on personnel, the board approved a $10,000 salary increase for County Administrator Tracy M. Gee.
Next steps and hearings: The board authorized advertising a public hearing on a proposed property-tax exemption for local fire and rescue agencies under Va. Code §58.1‑3610 to be held in June and continued the meeting for the budget public hearing on June 3.
