Lunenburg board appoints two supervisors to solar facilities committee after developer warns delays could trigger damages

The Lunenburg County Board of Supervisors voted June 3 to appoint Supervisors Robert Zava and Alvester Edmonds to a new solar facilities committee intended to provide a focused review of proposed solar projects and forthcoming revenue-sharing and solar-facilities ordinance items.
County Attorney Frank Rennie told the board the matter was continued from May due to multiple inquiries related to solar facilities and recommended the appointments with advisory participation from County Administrator Tracy M. Gee, Planning Commission Chair Buck Tharpe, Director of Planning and Economic Development Taylor Newton, and the county attorney.
Supervisor Mike Hankins moved and Supervisor Edward Pennington seconded the appointment; the motion passed by roll-call vote, 5–0.
During public comment, Francis Hodsell of SolUnesco urged the board to support formation of the focused group, "ask that the Board support the formation of the focused group and use the tools and resources from the Department of Mine and Mineral Energy and Weldon Cooper Center for evaluating solar revenues," and requested that the committee’s formation not delay a pending appeal by Red Brick Solar, LLC related to a 15.2-2232 agreement with the joint comprehensive plan. Hodsell said the developer "is behind in the regulatory process and they may have liquidated damages on their business with any more delays." Planning Commission Chair Buck Tharpe added that the Rural Solar Development Coalition is also a helpful resource.
