Lunenburg approves CTA implementation work and appropriates initial payment for L3Harris radio system

The Lunenburg County Board of Supervisors unanimously approved implementation-phase consulting services and initial financing steps for a new countywide public-safety radio system at its July 8 meeting.
Supervisor T. Wayne Hoover described the negotiations and told the board CTA Consultants proposed Change Order 4 to provide planning and oversight through the implementation phase. The board approved the change order; CTA’s implementation services were described as an anticipated 20-month effort billed at $15,000 per month.
Administrator Tracy M. Gee said the L3Harris contract requires a first payment she reported as $350,000 due within 45 days. She recommended using reserve funds to cover the payment and pursuing debt service issuance through Davenport to reimburse reserves. The board appropriated $345,000 to cover the initial payment and unanimously approved the appropriation. Gee also said $180,000–$200,000 in CARES Act funds would be used to secure radio-system compliance at the alternate E911 center located at the Victoria Fire and Rescue station as part of the L3Harris agreement.
Supervisor Hoover moved and the board approved both the CTA change order and the appropriation for the L3Harris payment; votes were unanimous. The board directed county finance staff to coordinate reserve use and present debt-service options to the Board.
Next steps include launching CTA’s implementation oversight and finalizing debt-service arrangements for the L3Harris contract.
