Lunenburg supervisors rescind emergency, adopt waste plan and approve radio-system payments

The Lunenburg County Board of Supervisors on July 8 voted unanimously to rescind the county’s emergency operations procedures and end its state of emergency, adopt a revised Solid Waste Management Plan, and approve spending related to a new countywide radio system.
The board approved a resolution to rescind emergency operations procedures prepared by County Attorney Frank Rennie; Supervisor Mike Hankins moved the measure and all seven supervisors voted yes. The board then opened and closed a public hearing on an updated Solid Waste Management Plan introduced by Bob Pfister of Meridian Waste and approved the June 2021 revised plan under Virginia Administrative Code Title 9, Agency 20, Chapter 130.
The supervisors also approved Change Order 4 to the CTA Consultants agreement to provide implementation services for the county radio system at an anticipated 20-month schedule with CTA paid $15,000 per month. Administrator Tracy M. Gee reported the L3Harris contract requires a first payment (reported at $350,000) due within 45 days; the board appropriated $345,000 to cover the first payment and authorized using reserve funds until debt service is arranged. Gee also indicated $180,000–$200,000 in CARES Act funds would be used to secure radio-system compliance at the alternate E911 center.
Other actions taken included declaring a broken Circuit Court copier and a District Court filing cabinet surplus for disposal, approving the Abstract of Votes from the June 8 Democratic primary, adopting a Remote Participation and Electronic Meeting Policy, and designating Lunenburg as a Destination Marketing Organization for state tourism purposes.
The meeting included reports from VDOT and the schools, a public petition about truck traffic on Mecklenburg Avenue, and an update on Crossroads Community Services Board governance and a requested forensic audit. The board entered a closed session to discuss a contract on public property under Virginia Code §2.2-3711(A)(29), certified the closed session, and adjourned.
